Decode Schuyler Sentence Date Codes

The downloadable MODOC sentence data sometimes places a sentinel value where a normal calendar date would otherwise appear. These values are codes. They must not be converted into release promises. The value 99999999 identifies life circumstances, 88888888 marks indeterminate or interstate circumstances, and 66666666 can mark certain court-ordered field assessment or investigation cases. A user who sees one should seek the corresponding sentence and event data instead of reading the digits as a date.

The active search also has limits. It searches active offenders, including people on probation or parole, and says it does not provide discharged-offender information. Some active records may be withheld for safety, security, or confidentiality. The system carries a current-as-of timestamp and may update on a nightly cycle. Missouri Conditional Release Math

Missouri Revised Statutes § 558.011 divides eligible term-of-years sentences into a prison portion and a conditional-release portion. For a qualifying sentence of nine years or less, the conditional portion is one-third. For a term above nine through fifteen years, it is three years. For a term longer than fifteen years, it is five years. The prison portion is the remainder. This framework does not turn every sentence into a simple public calculator because offense restrictions, sentence structure, custody credit, and department action still matter.

Conditional release is not final discharge. It is release from prison into supervision by the Division of Probation and Parole for the conditional part of the sentence. A person can therefore be physically out of a MODOC institution and still appear as an active offender. After rule violations and required process, Parole Board action may extend the release date toward the full term.

The explanation reinforces the key distinction: statutory conditional release changes the place of custody and supervision, but it does not erase the sentence or guarantee a specific day before MODOC completes its calculation.


Schuyler Release Credit Rules

Missouri good time is not a flat number of days that anyone can subtract from a sentence. Under § 558.041, eligible MODOC prisoners may receive credit on a superintendent’s recommendation under department policy. Orderly conduct and use of rehabilitative programs are relevant. Violations can result in forfeiture, and statutory exclusions apply. The credit is not automatic.

The often-repeated “85 percent rule” is also narrower than it sounds. Section 558.019(3) generally requires a person serving a sentence for a statutorily defined dangerous felony to serve 85 percent before parole, conditional release, or another early MODOC release, subject to the statute’s provisions. Other parts of § 558.019 provide 40, 50, or 80 percent minimums for certain non-dangerous felonies when qualifying prior unrelated prison commitments exist. Earned compliance credits under § 217.703 belong to community supervision. They may reduce an eligible supervision term. They do not reach backward and change the day someone walked out of Schuyler County Jail or a prison.
